The so-called "Climate Survey"

If HR had any concern about the current degenerate and rotten culture at Qualcomm, they would have started by cleaning up their own house.

HR and Employee Relations are part of the problem themselves. They are run by semi-literate individuals who do not have the intelligence, independence, drive, or will to maintain a healthy and professional work culture in Qualcomm.

Their concern is their own survival and to prevent the company from being sued by employees. They thrive to accomplish this at any human cost. Even if an employee reports a violation that is based on a Protected Status such as sεxual harassment or discrimination, their first reaction is to find if the employee has collected any evidence that could be used against the company in a court. If they conclude that the violation has occurred but the employee does not possess usable evidence, they would get rid of the employee and possibly give his/her manager a slight slap on the hand.

HR's policy in resolving employee-manager conflicts is as follows:

•If employee is at fault, get rid of the employee.

•If manager is at fault, get rid of the employee and possibly give the manager a slight slap on the hand.

They get rid of the employee in either case because they do not want to make any admission of guilt to employee and expose Qualcomm to potential lawsuits.

The effect of the practice is that employees refrain from approaching HR for help and afraid to provide feedback.

Their "Qualcomm Way" booklet is a joke. In July this year (2016) they paid $19.5m to settle a gender discrimination class action lawsuit, In March of this year (2016) they paid SEC $7.5m settlement for bribing Chinese officials by hiring their unqualified relatives with the direct involvement of an HR director. In June of last year (2015) a former senior executive was sentenced to 18 month in prison for insider trading. Two engineers jumped to their deaths from Qualcomm buildings in 2010 and 2012 and HR blamed it on the victims having "personal problems" rather than admitting it had anything to do with the abusive and sweatshop working conditions that they have created.

The performance review process at Qualcomm is entirely flawed and completely subjective. Managers have the right to veto and override all 3rd-party feedbacks on an employee. They use this to create phony PIP's to eliminate anyone who dares to question their practices. Phony PIP's are also used to replace older good employees with cheaper H-1B workers. The list goes on and on ...

Since employees are afraid to express negative opinions, they either would not respond to the survey, or if they do, they would only write positive comments on it. The HR and Employee Relations would then show the survey result to their boss and claim that they have been doing an excellent job in maintaining a good company culture and keeping everyone happy, and in short, everything is "awesome". They may even get a larger bonus for it. If any employee complains in the future, they will show the survey result to him and say: "all your coworkers are happy with the environment, and if you are unhappy, then the problem is YOU".

This works very similar to any other dictatorship system of governance such as the Nazi Germany and the result will be the same; destruction at the end.

This isn't friendship, it's business. The sooner you realize this, the better. Of course HR's job is to protect the company. You should think of yourselves as business men as well. You're selling your service to a company. If the arrangement is not to your benefit, go elsewhere.

QCOM was an incredible place to work for at least two decades. That was unusual though. That kind of growth & energy is quite rare. It's now become a large mature company, just like many other mature tech companies.

Quit crying and start building your skills & contacts. Or just go to the WT 11th floor balcony.

Watch any all hands in the last month; some a---hole director will say "WE didn't do very well in the climate survey"...not we clueless managers but you dumba$$ engineers😀

Can't agree more about the android Linux team having messed up directors for leadership. Baldy kojak, old timers stuck in their ways and promoting each other and protecting each other.

They need to go! LA team needs new leadership and replace all directors there starting with the baldy...

1eqr:. Hopefully it is someone from Linux Android team... That group is really messed up. And from what I have seen and heard attrition was always high in that team. Team has lots and lots of useless old timers, who can only blame and chastise engineers and penalize them in review times for every little thing, regardless of how hard they work to fix any expected, inevitable engineering screw ups (mostly attributed to lack of good process in place). During review, these directors eat into their bonus and provide very little, if any at all, recognition of the work the engineers do.

If what I am reading is even partially true, it can't be good for the company. In this kind of environment innovation or creativity is not possible. Qualcomm needs creative engineers who can innovate to stay in business. Without it the company will lose its leadership position in the industry very quickly.
