Does anybody know when they will issue severance payments after signing the paper? Does the 7-day "reconsideration period" count from the date you signed the paper or the date it is received by COP? When will I get my money?

I think that the 7 day waiting period starts when the waiver is received by COP. I was told by a former coworker that the manner in which you receive your severance dollars depends on the method of pay you had while employed and also on how long you wait to submit.
I think whether it is direct deposit or mailed to you may depend on how long you wait to return the paperwork. I waited the full 60 days last year and received a check in the mail. My bank was actually a little disbelieving and reluctant to accept the check.
Mine was direct deposit. No check. The info on time period is what I experienced as well.
Seven day waiting period starts the date you signed the release, regardless of when or how long it takes for COP to receive it. On 8th day after signing, COP should mail you a check. USPS could take a few days to get it to you depending on where you are located.
