Those who have something to work with were laid-off... and those 2-wireline PGL's who doesn't have anything to manage are kept! (2 PGL's for 7 Technicians with no load nor tool to build.. wow!)

usually , the one being layoff are the ones that knows their stuff and able to run the show,
They are threats to the Mgmt who knows nothing... better get rid of them before others knows that.
Soon the customers will complains from top down ... the Mgmt could then justify that saying facing resource constraint ...... and cannot take any more headcount reduction... saving their asses as well.
smart move..
