No, rejecting the 1:1 makes the boss's job harder. For all that matters, he will be asked to fire people and they will cut him too. So just some empathy. He is asked to do the dirty job.
At any rate, As far as the package, it will be alright. But they front load all the payments in October. This means a huge tax bill for 2016. If you can negotiate that and have the money paid out in January, that would work out better to spread the tax to next year and will help in the event that folks don't land a job before Dec 2016.
Get the paperwork and get things sorted out as soon as possible. The final day is the same but 1 more day of avoiding it is one more day of added stress. It isn't the first company you worked for and it won't be the last. Maybe now is the time to shift gears and try to get into that different field you have been thinking about....and reflect on all of those good times you had at Cisco.
