SCM is a good place to start cutting. They will step over a dollar to save a dime.They want to get involved in every aspect, take it over then gum it up then try and blame the BU when they screw things up.
To the poster below: 20-30% reduction in the Canada feels right (I don't think your far off). We all know that the Oil Sands organization needs a significant haircut now that Phase 2 is up and running, and additional phases are delayed. Still trying to figure out who does what in the OS BU (wow)!
High grading will happen in August, layoffs in early September. North American locations will be most heavily impacted, but there will be global implications. Brace yourselves. Don't believe me - just watch. And don't expect loyalty from the company because you have been a great performer. This is going to be a fire sale and they want to save themselves, not you. Another EOI process is very likely, so if you can swing leaving, check the box. What remains will not be a pleasant working environment for a long time to come.

What do you expect from a company that bases decision making on gut feel rather than process and has zero empowerment.
What I can't understand is how there is still so much duplication in job activities. Do we really need the same role in both WCBU and Oilsands for example? Groups like finance, IT and SCM must surely need to be decreased as they is not much activity going on to support such groups.
If you have to ask, it's probably not you.
It's probably time for COP to sell the entire Rockies BU. This would lead to a massive layoff and plenty of high grading folks back to and within Houston.

High grading in avionics is looking to the most cost effective software solution to optimize flight stabilization. In other words, the leanest, meanest bit of software to make you fly fastest.
Take the Venezuelans at COP. They are not flight optimized.
Higrading is when good people are let go to make room for those considered high potential. Doesn't matter if you have great reviews, but you may be let go to open a spot for someone who is younger, newer, less experienced, knows the right people, or related to a manager.
In forestry, high grading is a selective type of timber harvesting that removes the highest grade of timber (i.e. the most merchantable stems ) in an area of forest. The stunted, slow growing or poorly formed trees that are left as residuals will, if ecological conditions permit, reseed the space that has been created.
In other words, high grading is taking high potential people that are in assets to be sold or winded down and moving them into other assets. The lower potential people currently in those positions are then fired to make room.

There are still some hi pots in L48 and GOM who need place somewhere else. Alaska, Norway, APME maybe? So, high grading will still take place
