Is it advisable to take a job at Halliburton considering the recent layoffs? I'm young and I'm willing to accept an entry level pay because I'm eager to learn and him experience. I heard the layoff decisions are targeting high earners. Please advise.

Depends on department. General over view is that the people are good and the policies are junk. As a coop I would say yes, as someone without other options yes, if you have options outside of oilfield, I would take those.

well, if this is the best you can do, okay, but GET OUT, no more than 2 years. Your next employer will understand.
It can be a great place to work, but like any company different lines have different experiences. PE and Baroid were the money-makers in 2014, in what field is your degree? It may make no difference depending on the entry level job role.

Halliburton is a good place to work. Like all the other companies, it's not a great place from a severance perspective.
PSL - Product Service Line (I.e. business segment; such as Cementing, Sperry Drilling, Wireline, etc.)

If the PSL you're hired on to makes money (frac), they would treat you better than others (say cementing) I was an engineer and worked for HAL for about a year before they closed down our whole yard and let everyone go in a matter of months. If you don't have anything else lined up, take the HAL job, save all your bonuses, wait and see how long they'll keep you. Everyone that I went to train in Duncan with got laid off so there's that.
Are you willing to compete with third world nationals, whose entry pay level is probably lower than yours ?

If they are hiring and willing to offer you a position, by all means yes. The fact that they're hiring and creating a budget for the position means that there is work to do. However, I believe it's unlikely that they'd be willing to hire you given that they announced they will cut costs by a billion dollars.
Also, your assumption that they are targeting high earners is false. Absolutely false.
