May be too many people left on their own and they need to hire for those positions.
Q needs a very large pool of H-1Bs so it can replace American workforce with H-1bs, and then repeat the process over and over.

Half quota means 40k applications. You stupid!
If you don't load up on H1Bs when the government has the slots available you could miss your quota for the year. I think it was 2011 or 2012 when Qualcomm took half the quote for the entire country by march and the quota of H1Bs was exhausted for the rest of the year !!!
The job postings are for the H1Bs to get their greencard
