Op is referring to the old guys who are falling apart. Not from being overworked. But from lack of exercise. People who for years have been coming in late and leaving early on a daily basis. Scheduling weekly useless meetings where out of the twenty people you invited come only 3 or 4 who slack off just as much as them and say nothing about it.
