HR and their "Climate Survey"

If HR had any concern about the current degenerate and rotten culture at Qualcomm, they would have started by cleaning up their own house.

HR and Employee Relations are part of the problem themselves. They are run by semi-literate individuals who do not have the intelligence, independence, drive, or will to maintain a healthy and professional work culture in Qualcomm.

Their concern is their own survival and to prevent the company from being sued by employees. They thrive to accomplish this at any human cost. Even if an employee reports a violation that is based on a Protected Status such as sexual harassment or discrimination, their first reaction is to find if the employee has collected any evidence that could be used against the company in a court. If they conclude that the violation has occurred but the employee does not possess usable evidence, they would get rid of the employee and possibly give his/her manager a slight slap on the hand.

HR's policy in resolving employee-manager conflicts is as follows:

•If employee is at fault, get rid of the employee.

•If manager is at fault, get rid of the employee and possibly give the manager a slight slap on the hand.

They get rid of the employee in either case because they do not want to make any admission of guilt to employee and expose Qualcomm to potential lawsuits.

The effect of the practice is that employees refrain from approaching HR for help and afraid to provide feedback.

Their "Qualcomm Way" booklet is a joke. In March of this year (2016) they paid SEC $7.5m settlement for bribing Chinese officials by hiring their unqualified relatives with the direct involvement of an HR director. In June of last year (2015) a former senior executive was sentenced to 18 month in prison for insider trading. Two engineers jumped to their deaths from Qualcomm buildings in 2010 and 2012 and HR blamed it on the victims having "personal problems" rather than admitting it had anything to do with the abusive and sweatshop working conditions that they have created.

The performance review process at Qualcomm is entirely flawed and completely subjective. Managers have the right to veto and override all 3rd-party feedbacks on an employee. They use this to create phony PIP's to eliminate anyone who dares to question their practices. Phony PIP's are also used to replace older good employees with cheaper H-1B workers. The list goes on and on ...

Since employees are afraid to express negative opinions, they either would not respond to the survey, or if they do, they would only write positive comments on it. The HR and Employee Relations would then show the survey result to their boss and claim that they have been doing an excellent job in maintaining a good company culture and keeping everyone happy, and in short, everything is "awesome". They may even get a larger bonus for it. If any employee complains in the future, they will show the survey result to him and say: "all your coworkers are happy with the environment, and if you are unhappy, then the problem is YOU".

This works very similar to any other dictatorship system of governance such as the Nazi Germany and the result will be the same; destruction at the end.

Upper management is sick. One guy resigned to join Amazon and director is saying we will see how happy he will be after joining amazon and he will for sure feel sorry why he left me.

Dir made me file survey while he stood behind to see everything. Ditto for many others in QIPL. Friend HR said me to keep quiet on it and told survey not totally confidential VP privy to particulars.

@HWFwry1-2ulw The only guy I know that fits that description shot himself a couple of weeks before they announced who was affected by last year's layoffs. If you tell us that he had been under pressure from his management there could be a connection. David B. left behind a wife and two children.

These are folks here for 15 years or more. They simply don't care because (1)they believe they have "made it". House paid for has appreciated by 100+ percent. (2) they are dual income families and really do not need to care financially speaking, and can easily make do with one.

They rely on Qualcomm employment for benefits like medical etc... so Qualcomm really needs to looks at these 15+ years folks closer and fire their assif they are rest and vesters... sure give away sign is ... they are always taking vacations... always looking for ways to off load work to juniors... blaming junior engineers....

@-3tuo. Same happened to me, meeting my manager for bitching time are the worst meetings for me. Even though everyone I work with says I do fantastic job, my manager complains when we meet during reviews and gives me vague complains such as we need more visibility. When I ask him to be specific and give me solid examples of what he complains about, he doesn't have anything to say and threatened me with a PIP! Really poor management and weak HR. Never trust an HR person btw, they are a bunch of liars from experience.

My stupid manager whom I met only twice a year for bitching time that I was not doing anything in company's interest while the people I was working with telling me something else, marked me always as "meet expectation". So I marked I did not agree with evaluation several times, even "partially agreed" but nothing happened. HR does not move a finger for you, just that you know. They are just there to make money and pay their expenses, period.

Folks, be careful with survey if you need your job. Nothing is confidential.

QCOM is losing its charm. It is become more unethical day by day.. Managers and above are sure that they are invincible and they are. HR is their puppet.. I know a guy who did not accept his review.. Nothing happened.. His director came and forced him to accept it.. I heard one of the directors saying to a person in his org and I quote him as he said it "If you strongly disagree to points in the climate survey the management will strongly agree to your PIP or layoffs during next rounds." The survey is a sham just to give employees a feel good factor.. HR EVP looks like a meth head.. Benefits ladies look like dope heads and think employees are stupid. they portray our benefits to be best in industry..

you mentioned 2 suicide cases, but there are many cases of health hazards, depression because of sick managers who have no vision and who are killing motivation of good engineers.

there was incedence in QIPL , pre cert dept, when a sr.staff was found harassing a female employee by passing cheap comments and baf body signs. He was just warned and spared,but that female engineer had to leave and look for other job.

Good i left GPU team year back....i still remember how one of my friend, David , who was in qcom for 12 years was harassed by chinese managers and was forced to resign to make place for Chinese guy shipped from Shanghai. to hell with loyalty for qcom when end is this bad.

in GPU team , if engineer is very curious and aggressive in work its make sure he is shunted by managers. because majority of leads are chinese , they have created same master slave culture in whole GPU org. And anyone who raises his head to ask question or point mistake is punished badly ( putting into PIP, creating redundancy in work ).

because of hidden agenda, because of same origin , because of same language those who have been put on top are weak candidates, are not having technical skills , are not having leadership skills , are not having decision making .....all this has led to meaningless meetings, meetings to discuss about meetings, months of meeting with no decision...oh come on cut this crap, make it simple and let engineers work freely , effective, open minded. unless beaurocracy, dirty politics is not abolished we will on our down trend ( and all those who sitting on top dont care because they have made hell lot).

The harshest punishment they may ever impose on an abusive and ineffective manager is to move him/her from a management role to a rest-and-vest position, which is in fact a reward and not a correction. The notorious ex VP and his notorious henchman Senior Director in the Modem group are clear examples of this.

This is Qualcomm Corrupt Way; Qualcomm legal machine is still able to avoid class action lawsuit while other companies aren't. One reason Q loves H-1Bs is workers under work visa will never retaliate or sue the company.
