same project is being worked by system team, RD team, Canada team, QIPL.And every team is holding information. Why there is so much redundancy , why there is no transparency in system? Why upper management not observing this ?

Qualcomm has a rotten old fashioned culture of duplicate functions/departments, heavy management layers, status collector jobs; in an environment where sales are plummeting, this structure must be eradicated.
@2hoy, your observation is very right. and this points to fact that QCOM has done lot of wrong hire at upper and lower levels ( may be because of hiring relatives or friends or same city ).
The redundancy found its way to the team level, used to work with idiots who would message me about a problem, then would private message 2 or 3 other people to see what their solution was.
But then again, asking a bunch of people at the same time via email was mostly a waste of time if you were a low level engineer.
Often management will put redundancies in place to create internal competition and removes non performing teams. They Don't want teams that are unique that can rest and vest on their laurels.
you are sounding like HR...for now redundancies seem increasing, resulting in more de-motivation across hard working people ( a** lickers are happiest with these redundancy)
With business consolidation and cost cutting measures, these redundancies will surely be removed sooner than later.
