Do you know where I would be able find a good list of Oil and Gas companies located in the USA and Canada.
I am planning to make a similar website to this one, but I would focus on Oil and Gas only and I would build something that’s much more functional than layoffs.com – Any suggestions would be greatly appreciated. In full disclosure,

Also allow registered users to flag posts that do not conform to your site's rules. These flags will help the moderator find and be the final arbiter on whether the post is removed and if the user is a habitual offender, to block their access. Your site can also allow the readers to rate the post with 1-5 stars. High ratings for posts and the number of total posts can serve to calculate a posters reputation on the site.
Go to finviz.com and use their screener to search by Industry. This will give you the publicly traded companies which should be enough to get started.

I like your idea, OP. My suggestion would be to start with only a group of 40 or so companies. This Layoff site already has a good selection of companies. I would high suggest that the site be moderated frequently for non-serious posters and trouble makers. You should require everyone to register and provide a verifiable email to ensure seriousness. This way, the moderator can also block certain repeat offenders.
