Those managers who cannot even write a formal report in English

As explained before. The word comes down to fire X% of people in your department. That manager looks around and he can't let his friends or co-workers go. So he goes to the managers below him or her and they tell them that they have to fire X% of people in their departments, and so it goes until there is no one to pass it off on. That is how you get the upside down pyramid effect that is Halliburton.

You mean your manager can do his own report, even if it is in another language.

Yes ..... It's all the workers fault that Halliburton is a upside down company. And owes baker billions of dollars. And to top it off, more management than field personal that generate revenue. Yes Virginia, there really is a Santa Claus!. One of the most mismanaged fortune 500 companies. And Dave is driving the bus.

Most of the workers can't write a report or speak English. A lot of them think they are entitled to a job. Then when they do get the job set around and bitch about the work and how they are getting screwed by the company.
