We still have recruiters also, i don't know about your area but we haven't gotten any new employees in about a year and a half. That seems like something a temp service could do if you rrally had to hire someone.

Immigration reasons. They have people on work visas so they must show that the work was offered to natural citizens first.

True. All the job postings are driven by managers trying to prove that they are still relevant and needed.

It is all smoke and mirrors. Manager pretends to have work to manage, therefore manager needs to have staff for work, therefore manager submits req. HR is more than happy to work these reqs as this gives them work also.
