That's always happening, that's because IT resources are expensive and it's always a good target for job cuts, this applicable to all companies not just Cargill. I used to work at a different company (different industry but very similar IT group) and the same thing was happening over there - also IT can be moved offshore as long as you have a computer and speak English, someone else can do a job, they do not have to be here in the States.
I think that the government should do something to stop job losses here in the States, we should limit how many jobs can be shipped overseas because once those jobs are cut it's very hard to recreate them.
