Can someone please explain why there is still a recruiting department if we have no actual job postings? What are they doing?

So the company can hire less-experienced, lower-cost employees to replace you
Recruiting is very important. Our job is to look for cheaper inexperienced candidates and help BU's replace the overpaid experienced employees. Why pay an experienced employee $150k to suit around and do nothing when we can pay a inexperienced candidate $30k to do even less?!
Recruiting is the one organization true to form and immediately eliminated the contracting staff at the collapse of the oil prices. Over time more and more of the recruiting staff have accepted roles in other organizations further eliminating staff. But the recruiting staff does continue outnumber the job postings. Cannot imagine the day to day boredom of the recruiting staff as most of the recruiting staff are type A personalities.
So we can bring them on board, have them relocate their life and then lay them off in 4-6 months!!
Because we need have the best and brightest non working soon to be unemployed people. ...duh
