This is a common tactic to get out bad situation. If the new manager has enough swing and you play the "I made a mistake leaving!" card, you can even get your service bridged. The key is leaving just before performance reviews start and getting rehired just after they end so your old boss can't screw you over.

They are getting paid son.
I know atleast 2 cases in target team. Once was rehired as staff , other as program manager.
Problem is because of attrition and good candidates not willing to join qcom, they are doing this.
