the rationalization of upstream apps would be a start. the number of base business apps out there is incredible.

Start with the several projects all doing the same thing. Gotta love the BU's doing similar projects because they know the people doing them in Houston won't deliver them. Second, stop the PM's managing PM's. Why do they need 2 PM's working the same project. Get rid of the multiple instances of the same software, no reason they can't start using an ERP model and centralize them. I am sure there are people here that can add to the list.

They could cut another 15 to 20 percent out of ITC and not miss a beat.

IT Architects have an elevated title at Chevron. They are not designing systems. They are planning their next lunch meeting reside over (from afar) the legacy systems and old fashion server farms.
How about the IT middle managers "managing" off the shelf Outlook and SharePoint revisions?
Heard that there will be a staffing event in August or September. It won't be a ROM but similar to RAE and will be quick.
TSS has been part of and been slashed by the past two previous ROMS.
You're thinking of ETC which only had its 1st ROM since the 2001 merger last year.
ITC is focusing on reducing costs by other means for the time being. ITC has gone through continual ROMS for the past few years and through those and other staffing solutions (outsourcing/managed partners) is in a better position than others in the spectrum of IT function. Granted there are areas that could use initial pruning, who so far have be exempted from previous ROMS. Yeah, I'm talking to you TSS, please tell me what all of those architects do.
