Ditto on the best time to look for a job is when you already have one!
Recruiters told me that NetApp was impossible to recruit from a couple of years ago, but now with the current situation, it is one of the easiest to recruit from.
The times have totally changed.
Knowing ahead of time? The best time to look for a job is when you have one. I estimate from LinkedIn that about 600 people found other jobs over the past few months. Without that voluntary separation, the number of layoffs would be much higher.
What WARN criteria are being met to make people believe there is a 60-day notice required?
Keep in mind that they will have to give 60 days of notice time for the WARN act, and that they will need to do things soon if they are not going to pay annual bonuses for people who are employed as of the end of Q4. March 1 would be the absolute latest for management to achieve this.

People at the office are talking about them going out on 3/1/2016. That way, everyone gets a month of benefits.
Ok, now tell us what date the notifications will be sent out?
