I believe the P540 is the plan for the number of housing students for the academic year. That number drives revenue and expenses. Last year CS raised rent in accord with what the market would allow and then laid off staff two weeks later. They are squeezing every last penny out of students and keeping labor below the minimum.

What is quiet about the process? The layoff of staff or the shrinking numbers on the P540 year over year?
The stock value has been pushed to 11 cents with practically no trading on Wall Street. I suspect something's going to happen very soon.
