The sale of assets will close the same day the merger is officially approved. One cannot happen without the other. The merger will not happen until at least January 2016 because paperwork was just submitted to the EU and the EU will take a minimum of one month to approve it.
Looks like it ,GE is in final stage of purchasing Halliburton's PSL sale .
