These items are duel use. Used for checking oil pipelines but also used to trigger nukes. Halliburton Research Center in Duncan engineers them using former Los Alamos scientists. In the 80s Halliburton attempted to sell these to Saddam Hussein.

Those are pulsed neutron tools used to identify hydrocarbons behind casing in wellbores. HAL didn't attempt to sell to Sadam, that was a 3d party broker that tried to move them in country for oilfield use. The US government tracked this all down to the importer in Italy that was rerouting the tools. The president of Welex was almost indicted. He was an old cementer. Spike Dunlop. no story here. but the trigger can be used for bombs, that is why these tools are so highly tracked and accounted for by all the major oil service companies..
