CA is not an engineer. Why would you expect him to know anything technical about modems?

MR actually is not too bad. He is fairly technical and welcomes discussions with even 4 to 5 rungs below him. I am not a fan of his yelling, abusive and berating style. CA however is totally useless in that regard.

Being an engineer, I prefer having technical discussions with people that have a strong technical background. However, people can be intelligent in other areas an bring a lot to a company. For instance, I believe Steve Altman to have been both valuable to Qualcomm and stimulating to talk to. He had a way of looking at problems. In the end, I believe a person must have integrity and be strong in the area(s) that the are expected to contribute. If you are expected to set the business direction, then you should understand the market and trust your lead engineers when they tell you what it will take to get something done. If you are expected to lead engineers, then you should be a strong engineer, be able to shield the people you are leading from the people above and know when the people below you are telling you things that are incorrect or need help.
