It makes perfect sense. ODP is trading at the cash price offered by Staples (give or take a little). The rest of the offer is in Staples stock which is slowly tanking so no one trusts it will be worth much by the time, and if, the deal closes.
The best guess would be investers expect the buy out not to happen and want what money they can get before the stock tanks.
