Unless you are a low level engineer or manager, no raises this time and shift to anual raises means no raises, if at all till next year. IF you don't get leg go for executive incompetence by then. That is two years of nothing working for these geniuses. So they can window dress the numbers sell pieces and laugh all the way to the bank. Difficult decisions, right on!

Meeting rooms still have quality water. Help yourself while it lasts.
The Gilligan 0 waste filter system is just about 0% filtration of tap water, A total waste of money.
The intentional pissing on restroom floors has already started. Wear rubber boots and breathing masks.
There're also plenty of clean public restrooms available @ nearby eating establishments within 30 min drive.
Is there going to be less quality water or a separate water fountain for Sr Staff folks to use? Or maybe no water.. Get your own from home... How about restrooms.. Are they also going to be separated? If it has been identified that some are not performing upto the level... Let them freaking go or demote them...why resort to this??
I thought # of Sr. Staff (and Sr. Staff/Mgr) are around 5k in total world wide? It's a huge percentage among whole engineers group (40%?). Especially more than 50% of these 5k are not matching their title.
Recreating caste system here in US
Say that your team has just 5 people in it, it's a big team after all? To buy lunch for all of them, just for one month, that is 7 days a week, will afford you about a slice of a pita bread with one slice of cheap cheese on top of it, and maybe a small click oh hummus as well. Do you think that your team will be happy about these "team building" lunches?
If I do get a raise, I'm going to take the after tax amount and buy regular lunches for my teammates. We are all in this together.
Expect a lot of staff engineers to get promoted to Sr. Staff within two months.
Nice way to create a horrible class system. Way to motivate. Way to reward. Way to divid and the masses and create animosity and conflict among peers. Way to make people want to collaborate. What idiots. More and more happy I got out before it all went to hell.
Right decision. Sr Staff and higher already make a lot of money and didn't do much of the concrete work compared with Senior and Staff engineer.
The higher ranked engineers are the ones doing most of the innovation, why don't they get merit increases. Who the hell is making these decisions. Such incompetence.
As a manager or director, it's a sad day when they can give merits, bonus, and RSU to associate or senior engineer and not to the Sr staff or higher engineers. Never heard this before. What a POS company to do this. They are all engineers. Why are the lower ranks so much more important?
By low level he meant staff and below -- that is the majority of QCOM is it not? I think it's good as the most overpaid and old curmudgeons can sort of reap what they sew
and what the phuck is with 2 review period still? are you kidding me. the 1st one will mean NOTHING, unless you consider keeping HR at the staff count they currently endure. WTF??? why? what a waste by mismanagement! is this so the managers/director with only 1-2 reports will have twice their workload (2 months of work)??? incredible!
I suppose that people who didn't get bonuses and RSUs twice a year anyway are just fine with this arrangement, The rest of us have to learn on living on the meager base pay alone.
Not getting that 1.65% isn't going to kill me
Note that only select engineers in select job roles are even eligible for consideration. I'd say that'll cover less than 20% of the so called engineering jobs as of today. Yep, no more mula for you for at least a year. Budget accordingly.
SM an MR showing that you don't matter if you are not an engineer through no merit increases for non engineers. Apparently the company doesn't need or want you. If you are Sr staff eng, you are triple screwed with no merit and no mother load of rsu or bonus like directors get. Sr staff is the donut hole of compensation.
Does this mean that the useless directors who were managers already (not a new role, but maybe more defined function, to prevent them from doing a shady management job...), will get raises? That would really suck!
Why only the lower level people get raises?
This blows. This will create more dissension among the ranks. Bring out the popcorn!
