176025: Most likely they will hire leased employees through outside agencies. If they hired H1-Bs directly, QCOM would still have to do the legal paperwork and provide them with benefits.

OP: No, the real reason is even worse. Despite that $30 billion excess capital, QCOM decided to introduce "cost cutting methods" in three areas. (1) "redundant" employees; (2) Heath benefits; (3) employee salaries and other benefits. To date, they have accomplished this by: (1) reducing the level of paid benefits under the health insurance plans; (2) increasing administrative costs (and decreasing benefits) for 401(k) plans; (3) changing perfomance review grading scale so managers and directors had more discretion in downgrading certain employees--then having VPs cherry pick the "most expensive" employees (--usually older, long-term employees with better benefits packages--); replacing terminated employees with leased W-2 employees at roughly 2/3 the salary, so that if you take these jobs, you have to give up your COBRA rights. F*CK THEM ALL!!!
