Unfortunately no branch of government can directly control how much executives at private or publically traded companies make. Even the companies bailed out in the economic crisis gave out massive bonuses that the government could not prevent. The only way to do this would be to pass new laws to heavily tax companies that had to high of a ratio between CEO / Exec pay to the average worker and/or set limits on this ratio for any company bidding on Govt. contracts. Either law would be very difficult to pass or defend unless there were a solid democratic triumvirate in Exec/legislative/judicial branches, and companies would simply dodge it by varies means.
