Outsourcing IT is not a good leadership idea at all. With all the access that's needed to perform the task. That will reveal vertualy all secrets of the company. That could potentially be sold. Come on people who puts these people in leadership rolls? Hiring and placement of management is the real problem. Holding individuals accountable and responsible for actions. May put a end to this failing infrastructure.
She's trying to make a case to outsource everything. If she believes that nobody in IT can do anything then she can sell the idea to outsource it all.

The waste, lack of accountability, and laziness of IT for so many years is finally coming to a head.
Stop complaining, she inherited a massive pile of dead wood. Has to sort through to find the handful of decent folks.
Countless functions could be easily gutted, for instance, supply chain has found millions of value in the software and asset management budgets, clearly led by incompetent people for years.
