In technical project management, to pace a long-term project means to limit its scope and execution to short term achievable results, and re-assessment of continuity. In simple words, the projects are (1) scaled down in objectives and time, and not guaranteed funding through their executions (depending in results). It could be bad or good, as for example when a large amount of money is committed to efforts that lack focus, or are experiencing poor execution or performance. Pacing gives you an opportunity to re-direct those funds elsewhere. It can be bad ifor strategic research where experience suggests success is achieved after repetitive trials which normally are deemed as failures. And please ignore the comment made by Anonymous 122839; evidently he/she had a bad sexual experience during childhood.
ETC - Go home.
Do you not know the meaning of SR/TD or the word paced? Perhaps you should utilize the "expression of interest" and ask for an involuntary layoff.
A guy asks for information and gets grumpiness. Dictionary for paced: to take slow, regular steps. High risk, long term research will be slowed down and spread out. If your current budget is $10 million over 10 years, it will still be 10 million, or at least close, but spread over maybe 15 years. That's better than the message concerning long term, high risk downstream research, which was if your current budget is $10 million, it's now $0.
Just that most ETC programs will be put on the shelf. Meaning, gut ETC of the fat.
