If there is less desk space because of closing offices....does that mean they are going to have significantly fewer employees in San Diego and work done elsewhere ?

As stated in the broadcast, "Other cost cutting includes "streamlining the engineering organization, reducing the number of offices and increasing the mix of resources in lower-cost regions." And just where do you suppose those "lower-cost regions" are going to be?
