Enrollment ban has been lifted by the state. OP not sure where u are getting your info.

Chicago is looking good right now. Word from the CPs is that enrollment ban has been lifted. Need to overcome one more hurdle only.
Well, at least the layoffs will be in 90 days and not 2 weeks. That's when the big announcement comes!
