Here is how to "save the Heald". CCI files bankruptcty. Someone convinces the Feds for Heald to maintain Title IV funding allowing Heald to be sold. The liabilities will be discharged and won't encumber the new owner. Problem solved.

The issue isn't Kamala Harris. The issue is the lawsuit. Although Heald would like to pretend it's a separate entity and that the fault lies entirely with the parent company, Heald is explicitly named in the lawsuit (is actually listed first), and some of the evidence points directly to Heald.
Nice idea. How will you account for Kamala Harris? BK eliminates financial liabilities, but doesnt make her go away.
