Because you do not need a degree to be a chef. The diploma program provides the appropriate classes for an individual wanting to work in the food industry. Further experience and learning/training is accomplished in the kitchen with Executive Chefs. It does take some talent, not everyone will succeed as a chef in spite of having earned the diploma. They will make great dishwashers though.
Your campus is till offering diploma's because it is desperate for any money it can get.
