Once again ... Halperin's article does not reveal all the facts. For example, many states have a process called "State's Court of Claims. Guess what -- there is no jury and liability is strictly limited. This is political arena that state colleges resolve disputes with students.
695... Expanding funding will not make any diference. They don't offer what our students need. They also require entrance exam that 90% of our students will not pass.
