Ford does more offshoring than H1B. Who needs to bring in the workers when you can send the work to them.

Dearborn will be a ghost town in 5 years.

I used to work in tech, for many years, and about the H1B program....

It needs more safeguards, so a company should not be allowed to layoff US staff while also having H1B staff on the payroll. Either there is a shortage or not, and if there is a shortage, then you don't layoff staff, right? If there is a skill-mix issue, then retrain US staff.
H1B staff must complement US staff, not replace them en mass. So Department A with 10 engineers having 2 or 3 H1B is fine, but not a department made up of only H1B staff.
Bucket shops are a problem, an IT firm hires only H1B and no US staff, and provides IT consulting and support services to US companies.
If there is a shortage of US engineers, then invest more in educating engineers at US universities. Add an annual fee that employers must pay to help fund more US citizens in tech.
H1B was instituted to help keep the salaries of US engineers and scientists below what the market would pay otherwise. (See National Bureau of Economic Research's studies, search nber eric weinstein for example.)
H1B also exploits foreign workers, since they are tied to a US employer, and there are too many stories of these engineers forced to work a lot of overtime to keep their jobs.
The H1B needs a better pathway to permanent residency and citizenship, and it is really a program for Indians, where there is a 10 year long wait for green cards.

H1s take less pay, will not complain about overtime, will do whatever clueless management wants and then take the blame if things don’t go according to plan. Sounds like perfect candidates for our LLs 😂

And the best part, H1s need continued employer support to stay in the US.
