Why are there any "regrets" in HR at all?
Chevron is an O&G business and should be looking for leaders from the crop of people who know their core business (i.e., producing O&G). The loss of a hard worker in a support function, while inconvenient, does appreciably alter the ability for Chevron do its core business.
Selection criteria should be: "who is best able to help Chevron produce more oil in a cheaper manner?"... or better yet "who will allow Chevron to make more money?"
All the fancy discussion surrounding decision quality, risk management, technical characterization, etc. ultimately align with those two core questions. It's not a hard game.

@1voa+1wb0ONJV: I am with you. For all the years I have been at Chevron our HR representative in my BU has always changed. It is kind of like the Defense Against The Dark Arts teachers, one never lasts more than a year.
I must be so low on the totem pole, i'm out of touch? I can't even name 2 people in HR... didn't know they even had much to do with the company performance... i thought they were just a "requirement" to say you have an HR Dept?!?
Nobody in HR would be a regret loss. All could EOI and the company would not miss a beat.
