Please do not speak this 4E concept into existence. It's ridiculous. Besides, an individual cannot control whether or not they are 'empowered'. Empowerment is enabled by actual authority. An individual can have drive, initiative, persistence, confidence, or determination as a developed or inherent trait, but not empowerment.
And yes, obviously only 'a few are at the helm'; that's how everything works (except bitcoin). But I presume you're implying that only those key personnel with the 4E's are the ones at the helm, which would be a solid mischaracterization of the decision makers at Cisco.
You should stop pursuing your MBA...it's just not working.
