I think the main one is lack of innovation. Cisco would have been stuffed even more earlier if Ha**wei were not excluded from western economies. Blaming H1Bs or foreigners is an easy thing to do.

Since you're talking about H-1Bs "this country" would be the US, which makes sense aside of the fact that Americans don't need H-1Bs visas to work. Cisco's software was garbage 30 years ago and it's garbage today. Networking is also a legacy business and Cisco has no development capabilities due to guys named "John" and "Chuck." Yes, the US is definitely the problem.
Ehh, yes but it's more the continued contracting (incl US-based) of more critical functions across the company. At this rate, the company will eventually be blue badge leaders with only red badge IC's. Okay, not really b/c there'd be lawsuits about that, so sure..."some" IC blue badges to maintain the bare minimum to keep them out of legal trouble.
