Like anything else these days it's easy to find studies and research why RTO is necessary disputing common sense that RTO doesn't work.

Forget "MBO" if you do not meet the RTO criteria. Since they scrapped MBO, no sane person would pay attention to the RTO. It's all about technical excellence, isn't it? Wait, is it?
