Some higher-up makes a half-baked comment with incomplete or flat-out wrong info, and suddenly, everyone’s scrambling to follow it like it’s gospel. Heavens forbid somebody stands up and questions the logic of that. This place is run on fear, and it ki-ls any chance of pushing back against obviously bad decisions. We just sit and watch the mess unfold.

If it's say a month versus three years to finish something, take it behind closed doors. For these programs everyone just says "it was more complicated that anyone could have predicted" and everyone usually skates through when leadership continues to sc--w up.
If it's in the realm of the possible versus guaranteed failure you may have no choice but to go head on at leadership in public forums, and you should be prepared to move on on your terms because if you can't get leadership to see reason the program is going to implode and all the non-leadership is going to be laid off anyway.
While Cisco's management has had their own style to abuse entire teams for decades, the larger problem isn't at all unique to Cisco. I've seen this kind of thing since I started in the 1980s. This is just one of the reasons most companies don't last.

OP and most here are full of ish. When was the last time you picked up the phone and had a genuine debate on strategy with a leader at any level? Anyone at Cisco can literally call anyone else and discuss whatever you want. If you think you can't, it's because you've imagined some fictional hierarchical boundary that limits who you're 'allowed' to talk to.
Ironically, you're correct that cowardice is the problem; you just forgot to look in the mirror for the source.
