Pat should be making decisions based on customer demand and consideration of where the market will be in the next 5 years or so. Building capacity beyond that just to get 'free' money is a great way to end up overcapitalized.
Chips Act should be replaced with tariffs. That will help offset Taiwanese subsidies of TSMC, among other Asian mercantilist practices. Tariffs are the only way to counter the massive govt subsidies practiced by most Asian countries, and China in particular.
Like a lot of other paper-thin theories, Free Trade never works because politicians will always try to gain unfair advantage. Blanket tariffs and bilateral trade agreements are the only practical solution.
They already sold 15K employees. Let hold on to see what they can sell next.

I would think those who’d actually like to save the company, rather than buy time while maximizing “his” comp plan, would recognize there will be a new, and more competent administration in charge soon and one that may have a more robust plan to save Intel. Something other than “here’s your $8.5b chips money. See! We tried to save American semi business but it only resulted in 15,000 layoffs”. Any legit people still working there? We feel for you. Help is on the way

Intel dumped on Sematech when they were in industry lead... Now that they have fallen behind the CEO has no problem going to congress for the grift...
but the bigger issue is that the government intervention never works... Look at all the Obama spending on solar panels that went into companies that are now bankrupt.
All this does is pad the pockets of crony capitalists and run up the country debt, increasing the chance of financial ruin.
