Is it time to throw in the towel and start looking for a new job? As much as I hate to say it, I actually enjoy working at Cisco. But with job security completely out the window, even my loyalty is being tested. Is there any chance the situation regarding layoffs turns around or are they now a fact of life here?

23 years. 23 YEARS.
Constant LR to support ELT salary and bonuses. Short term gain only.
DO IT! YOLO why wait?
It is a royal mess, no one seems to be on the same page. Leadership is not communicating amongst themselves. Individual contributors are overworked but have to live with the thought of knowing there are LRs around the corner every six months. This is not good for people’s health.
I am in the UK org and we were told to wait till the week of the 04th of Nov for layoff news. On top of all the stress since September, they decided to pile on some more on us and Q1 for is gone! The irresponsibility of the local leadership is beyond words but things have been in a steady decline for quite a few years here. The leadership does not care who works and who does not, has no concern for any business or revenue generation.
I'd say (my opinion) that the company has gone over the threshold to be saved. They have been laying off people for the last 23 years but layoffs have become more frequent - quarterly since 2022 November without any sign of receding. This is the new normal and fact of life at Cisco now. What is really scary is that the layoffs appear to be happening without any regards to performance, contribution, skillsets or experience - appears random chopping of heads are in order.
So, the situation regarding the layoffs will not turn around. We either need to live with it , wait to get laid off one day or move on to another job.
All the best.
