I was told by a few people that if you would like to leave with severance and the company is not likely to offer voluntary separation I should make it known to my manager I'd be willing to go when it becomes obvious the next round of layoffs is coming. Supposedly, they are likely to accommodate you in a situation like this. What are the chances this is true?

You absolutely can request to be part of an LR. I did it this round and was approved. I will receive the same severance package as those being laid off. The previous comment about having a healthy relationship with your leader is definitely required. Adios Cisco.
I know it's possible, but probably not for an IC. There was a manager who told his director that he wanted to take an LR package and they gave all his direct reports to another manager at a peer level, and he was made some sort of manager. Project manager is the wrong title for what he was called, but it's essentially what he did for about 6-9 months before he was on the next LR.
That was pre-pandemic, so whether or not it's still possible is not clear. Again, I'm sure it works for those at a Sr Mgr, Dir, Sr Dir, or VP level. Above the VP level, they all have golden parachutes, so it doesn't really matter, they don't have to wait for an LR.
Management wants you to leave on their terms, not yours. I tried that and it was determined I was too valuable. I ended up leaving on my own.
I and many others have tried this at an assortment of companies and none of us were able to get a package. All it does is tell management you'll be leaving soon for free. None of us stayed long enough to know the long term consequences but we were considered useful while we were still there so they didn't walk us to the door, but as others point out, that is a possibility so you should be prepared for it.
New policy for those wanting to leave and hoping for next LR, is to immediately walk out the door. It’s assumed you have a job offer from a competitor and that’s a ground for dismissal. Happened this month to a peer friend of mine. Now he is out of a job without any severance.
Oh promise you all it takes is for anyone to mention to management your intent to retire soon or your desire to leave the company you will be put on a list. Heard it and seen it happen, even when the person intent was three years out. So beware what you tell others of your future desires.
Yes, if you have a healthy relationship with your leader this is definitely possible. Have seen this happen more than once.
