The recruiter probably just got layed off.
If it makes you feel better I know someone who got hired for another internal role after LR in Feb. Few months later got impacted again in latest round.
I was grade 12, 20+ years, multiple positions and teams, always a solid performer. After being LR’d I applied for many internal roles, interviewed for several and found I “wasn’t qualified” for any of them. I had a lot of good activity outside of the Cisco ship and accepted a role where I felt supported. It’s been awesome. Consider this a gift and move forward.
Last Feb LR, I tried any and every job internal being grade 12 with 20 years experience and CCIE., but even grade 8 or 9 were not available. Recruiters were happy to set an appointment and interview with teams to frustrate me to death, but id--t managers were told to not hire any one on LR list. But recruiters will not say tat to you, it’s the hidden messages. Move on Cisco is not the same company. Useless mama gets have taken over this company with no strategy and technology adept and qualified folks are on their way out.
So your solution is to post here instead of finding out what happened? If ghosting happens at all, it happens to those that would rather whine than resolve.

Internal reqs arent really for those LRd - everything is frozen until the LRs are completed anyway. I've heard stories of either fake roles to keep the HR folks happy, or purposefully excluding current employees...who knows...
Either way - dont waste your time unless you personally know one of the hiring team, focus on your resume, skills and contacts and move on.
Painful I know, but far more useful then trying to stay in the self-consuming beast...
