Regarding the WARN Act, PepsiCo remains in compliance due to a technicality. The layoffs are distributed across various legal entities. You can check which legal entity you belong to in your profile. By spreading the layoffs across multiple entities, PepsiCo avoids triggering the WARN Act threshold.

WARN act only kicks in when it’s a certain % of a site or a certain number of people from a single site. PepsiCo manages to avoid these so it’s not paying fines because it has not incurred fines

There was no WARN notice when I and many others were laid off during PepsiCo's "Christmas Gift" approximately two years ago.

"The 60-day notice requirement is a central tenet of the WARN Act, but there are exceptions to this rule. Employers may provide less than 60 days’ notice if the layoffs result from unforeseeable business circumstances or if the employer is actively seeking capital or business, which, if obtained, would enable the company to avoid or postpone the layoffs."

This gray area of "unforeseeable circumstances" is a catch all for companies like PepsiCo to avoid providing notice.

Additionally, as was stated previously the fines incurred are a rounding error for a company like PepsiCo and are a complete non-deterrent:

"If an employer fails to notify the local government as outlined in the WARN Act, they can be fined up to $500 for each day they don’t provide the required notice. But, if the employer pays the amount they owe to each employee affected within three weeks after the closing, they can avoid this penalty."

TL:DR - Don't rely on a WARN act notice for layoff timing.

PepsiCo doesn’t submit layoff warnings. Fines are cheap and it wants to maintain secrecy.
