This is nothing more than “as goes revenue, so goes in country headcount” IBM China revenue fell over 20% in 2023, and has continued to fall in 2024. IBM and other multinationals have responded to their revenue shortfalls by cutting back. NOTE revenue percentage increase/decrease and headcount cuts /increases are connected at the hip and run in parallel Every CEO of a Fortune 500 company uses that model to some extent
