Does 3 day office presence only counts towards work site in Workday or visiting other site also counts towards it ?

Depends on your higher-ups. We (CRM) were told in no uncertain terms that if you take vacation, that's time you'll have to "make up" in the office. So, say you're supposed to be in 3/wk but you take a week of PTO. Now you have 3 additional days you have to make up. Same was said for business travel.
Way to "motivate" your workforce. "Value the employee" my a-s.
I have a friend that works for a different company that two days hybrid. He goes in around 11:50 badges in and badges out, then waits 20 mins badges and badges out. He's in the office two days a week.
Me too! True confession: I love to “work from home” and then right before the kids get home from school I go to the gym. Lastly around 6:00 PM I use my badge to enter the building, and promptly leave. Then I go home. My wife AND Medtronic think I have been working, and at work ALL DAY! Why would I ever leave Medtronic?
Last week I was working from home but was driving my kids to soccer practice. I had to take a cr-p. I was near the office so I badged in and took a dump. So that was a productive moment. I did less, better.
If you are asking if the badge data is accurate (IE: Does it consider PTO, travel, medical leave, etc.)... nope. And in all fairness, why should it be? There is not a single robust and synergetic process in all of Medtronic. Why start now? It'll be gone after layoffs.
Just get your @$$ into the office and stop trying to play the system
