This method involves cutting a fixed percentage of staff—like 5-10%—from every department, team, or organizational level, regardless of performance, criticality, or specific circumstances. While it's sometimes seen as an "objective" approach, it can be controversial because it doesn't take into account differences in team size, efficiency, or strategic importance.

Some leaders also call this the "peanut butter approach" (spreading the cuts evenly like peanut butter) to contrast it with more targeted strategies.
