Though it is a balance between OPEX and CAPEX to cut the cost and make street happy. The primary reason is wherever there is a filth red badge, the blue badges don't work and they take it granted which leads to such situation.
Take for example the CCW, Supply chain and some engineering BUs have hundreds of red badges. Where is the budget for all these ? is ELT looking at and cutting ? All red badges hanging since previous quarter and are going to continue for ever. The game of LR and showing the cost cutting is orchestrated with blue badges

Red badges will not be impacted. Go and check in Supply chain, commerce, engineering and some BUs. There is a big filth. If cost cutting is the criteria then Cisco should send including red badges to offshore. The LR is very unethical with keeping red badges for years. Where is the Cisco policy for red badges ? do all auditors are sleeping or made their money ?

Thats the blunder the Cisco leadership is making since decade. Freaking Cisco IP is with vendors i.e mgmt is scared of axing red badge. With this some lazy, lethargic and well connected red badge chicks make $$$ without working

I was a RB “filth” who was defunded in Aug. Just remember you are talking about hard working people who Cisco hired back because we were let go in a prior LR and had tribal knowledge Cisco realized they needed.
I only came back because I was offered significantly more $$. Cisco is twisted but don’t blame the RBs or your fellow BBs. Leadership has no strategy.
Hate to break it to ya but Cisco is cutting almost all of their RB workforce. They’ve started with their largest RB segments in Q1
why not Cisco hire red badges in India rather in USA ? they will get 1:4 for the same cost and one of the red badge manager will get the work done in offshore time. So that they cut 70% red badges in USA, what a cost saving ?
NO, it doesn't work that way because of vested interest of hiring managers and those leaders who have onging deal with vendors. Finally it boils down to laundering some or other things :)
