In past few cycles I remember promos/merit being given at same time as bonus but this doesn't seem to be case anymore... wondering if they're waiting because we've just had layoffs? Does anyone know when we'll get news?

If you don’t know the promo announcement date it means you haven’t been paying attention and absolutely should not be getting promoted. This has been so widely communicated via every possible channel.
Managers will start promoting their friends and family as soon as they can - seems to be the normal process
Usually they tout the amazing people and promos the same or next day after the LR announcements. Pretty classy I must say.

You don't get promoted out of the blue. Your manager informs you that he intends to promote you and then works with you on how to best present your case.
Once you work with your manager on your promotion, it's fair to ask him about time-lines. He knows them better than jokers here.
If you are only curious in other people's promotions, then your best bet is to ask here for time-lines :P
Once they trace your IP address, promo is your least worry.
if you had bothered to read through the other threads in this space where it's been discussed already, you would find that:
For US based employees conversations happen Oct 22 - Nov 1, and go into effect Nov 1
You didn't hear anything because you are not on the promotion list.
You may be on the next LR list though.
Because Change is the only constant in the best place to work.
