exploring other options outside Cisco, but have a solid tenure that's tough to walk away from. If I get an offer from a competitor, what's the Cisco approach to counter-offers? Never? Only to high performers, etc? Curious

You can’t change your age (except to get older), but your pay is something you’re talking about changing.
What you can do (though not necessarily at Cisco) is keep taking more responsibility and growing more skills so you're worth an ever increasing salary. I worked with far too many "engineers" at Cisco who couldn't perform at any level despite lofty titles and they really have no business working in engineering at all.
Cisco seems to target older, more expensive workers.

If you get them to counter & take it, then you’re becoming more “expensive” & putting a bigger LR target on your back. If the competitor’s offer is solid, they offer some sort of sign-on bonus to replace your invested RSU’s, then run, don’t walk out the door.
A quick search shows 80% of people who accept a counter offer leave within 6 months and 90% leave by 12. The only reason a company would provide a counter offer under those circumstances is to get some runway to back fill the position, after which you are disposable.
